Reviews the Project's response to improving student achievement in California schools. The group maintains that there are preschool spaces for only 80 percent of the state's children, that these spaces are unevenly distributed, and that failure to provide universal preschool disproportionately affects those in greatest need. The Project recommends making preschool facilities part of the next statewide bond, as well as a variety of local and state-aided initiatives to acquire land and create facilities for early childhood education.
